Items not received but signed for by stranger

I tracked a parcel I was expecting that was being delivered by Skynet, I noticed it was signed for by a person named by Thando, when I investigated I found out that Thando is a relative who was visiting a tenant at my home and he is blatantly refusing that he received anything, I paid for the items that I'm still expecting and I don't understand why skynet does not verify the people receiving our parcels, I want my parcel and I want them to ensure I receive my parcel.

This is a huge inconvenience hey, how the hell do you just deliver to a person whose name is not on the delivery notification, this person is acting like he knows nothing about my parcel, I will now have to wait while the driver and this person play the blaming game, I'm the one who is being prejudiced here, I bought those items because I needed them, now this,
