False quote

I sent a parcel 2 weeks ago with skynet. They promised me it would take maximum 3 days to reach the given address. The parcel is now in the other country and they are refusing to deliver it until I pay more money. Is this a bribe? Why did i pay such a lot of money for the delivery and now have to pay more. There is no point in having the parcel delivered now as it needed to already be there.
