Delivery shown but I have not received or signed for anything.

I have been waiting for a delivery from Vodacom. First comunication went out on 2 Jan. Tracking kept saying delivery exception without trying to contact me. Yesterday tracking said 'Delivered' yet I have not received my package or signed for it. I never got a notification for 'out on delivery'. I can also not get hold of Skynet by phone and they are also ignoring my WhatsApps and e-mails. It shows that someone has signed for my package. I do not know how- it was not me and as far as I understand, an ID document should be shown to the courier.
