'Clearing Instructions' for Skynet Worldwide Express

I ordered something on Temu and cannot even pay the duties, I am stuck with the 'Clearing' instructions and cannot get any further. It's the first time I'm being asked for my ID Number and Tax Number. Still, I have no idea what they want, because I cannot get pass the 'Clearing' page... to pay the duties! What am I supposed to do?
