Disturbing the peace

This bar is playing loud music untill 2/3 o'clock in the mornings, and have no consideration for the residents of this area. But however, when you drive past there is 2 cars parked outside. Who do they entertain? According to the Environment Conservation Act , this is Disturbing the peace and Noise Nuisance. When are these people going to take others in consideration? We have jobs too you know?
