Unpaid MVA Claim

My sister in law who is blind was knocked over by a motorist in Cape town, the ambulance took her to Melomed Mitchells plain and she was unconscious, they admitted her and the staff of Melomed must have got all the details wrong and billed it to the incorrect patient who was my brother, the claim which is PMB was not paid and rejected saying it is the patients responsibility to check that the details are correct , the patient is BLIND AND WAS not able to do the work of Melomed STAFF , they refuse to pay the bill of the ER , my sister in law was admitted to hospital and these bills should be covered bt SIZWE why is an accident difficult to pay??
