Hoax or not?

I was recently sent money from my brother in the USA via Western Union to my banking account in South Africa. Somehow or other, a company known as Sikhona Money Transfers became involved. Suspicious of this and deeming it to be a hoax, I cancelled the transaction. Is it normal for Western Union to use third parties such as this? 1) I was recently sent money from my brother in the USA via Western Union to my savings account with Nedbank. Somehow, a third party known as Sikhona Money Transfers. Am unsure as to whether or not this is a legit company and safe for me to use, or not?
