Sihlanzi Boutique refund my money

I had ordered a jacket around August ,paid the deposit ,around November I paid the balance so I could recieve the jacket.December I enquired about the jacket and I was told it has been finished and I can collect . January I informed the owner that I was coming to collect after being blue ticked a few times on whatsapp .When I arrived he was nowhere to be found and the jacket was not done .Continued to contact him via Whatsap and calls with no success ,thereafter I had made a call using my cousins phone lucky enough he answered and I requested a refund .He then promised to send it month as the jacket had done been started .Few days after I reminded him of his promise still I was blued ticked .To day I finally got the hold of him and he says he has no money and does not know when I will get my refund .This is not how customers should be treated
