Refused a refund - cash flow problems

Good day ,

I made a purchase in August from Side – Step mall of the south . When trying to return it a week later with the receipt , I was told they are experiencing cash flow problems and will call me when they have cash.

It has been a few weeks and still nothing , tried exchanging it but they didn’t have sizes. Kindly advise surely this is not acceptable?
