Worst service

I got the worst service from the Cashier named Asive Baninzi at Shoprite in Cape town in Grand Centre (as written on the receipt) I bought bread and I needed cashback she told me she does not have notes, I asked her what she I do She told me she cant assist me because she does not have notes and I had to ask do they not get change from the cash office or other cashiers she responded no and pointed at the customer next to her that he is also waiting for his cashback. I stood there and a cashier behind her intervened and asked her to assist me she will sort me out with the notes (cashback). I would like to know is there no procedure that cashiers follow for such problems?
