Why Does ShopRite till employees feel they are entitled to shot change customers, if the customer change has 10cents, Is that not *****ing?!.. ShopRite please address this

I noticed ShopRite payment till employee are always shot changing, especially they feel entitled to keep customers 10 cents change. I understand it is 10cents and can be counted as neglible but that doesn't make it right that the cashier keep it, it is still *****ing.. Because if the customer is shot 10 cents to complete the money for groceries the cashier will never let the customer leave until the money is complet. Imagine how many customers buy groceries at shoprite in a day whose 10 cents change are help back by this cashiers and if one dare ask them they become hostile and rude. *****ing a customer's change and still been rude, and yet they get paid at the end of the month. So I ask is this a directive from ShopRite or her managers that the till cashiers are entitled to keep a customer's change because it is 10cents?! 10 cents x 10 = R1.. So even though it is 10cents, it can be useful someday. The *****ing of unsuspecting customers change by shot changing them by ShopRite till employees needs to stop.. This is like an entitlement for all the till employees at ShopRite Protea Ex 16
