Utilize your resources shoprite

Why is it difficult for shoprite to utilize it's resources. Shoprite in Meadowlands Ndofaya mall has a total of 20 till points and they are only utilizing 9 till points. You can't be telling me they don't plan for first week and last week of the month. Especially in townships
