Till cash withdrawal

Clayville Shorprite, cashiers always refuse to all buyers to make cash withdraw from the till. They give excuses like you must buy an item first, or they say the till doesn't have money always or they give you a limit of money you need to withdraw.

This is unfair and unacceptable

They are also rude. Why do you have the withdrawal facility if you refuse to give out money?
