There a re 16 teller counters but only 3 that is working, the management is so ******** and never available

There a re 16 teller counters but only 3 that is working, the management is so ******** and never available. It is a daily thing happening. There staff seems like they don't know how to operate their tills. We cue for 15min or more daily
