Shoprite is disappointing

Why is Shoprite say customer can do cash-back however the cashiers always say they do not have cash for even R200 I am referring to Shoprite at JHB Kerk street and Vosloorus Naledi Mall Shoprite, were can we report this cashiers who dont want to do their job.
