Shoprite does not want to assist with job creation in South Africa

It has come to my attention that shoprite does not want to help with job creation. I have app**** at a few of shooritr centers where they own the premises to open a car wash. This will assist with job creation in Cape Town and unemployment is already a problem in SA. Why is it that they don't want to assist me with this. The center management at these shoprite shopping centers just shuts me down and say that they not interested in having a car wash at these shopping centers.
