Selling rotten meat, prepacked

On Sunday 23/03 i bought pork potjies at Shoprite Tsakane square and 24/03 when I am taking it out of the freezer wanting to cook it, it had awful smell and after putting it in the pot it got worse with the smell which indicates that it is rotten. How can they put rotten meat on the shelf and expect us consumers to buy. Where is the health and safety. Really this needs to be reported further because we gonna get sick
