Refusing to pay Agent commission for selling stamps

.I have not received commission for selling stamps in 2023.Upon enquiring at Manager : E Hendricks I was told that I did not submit the necessary documents.Well I also did not submit the previous year but received my commission.Where is the consistency.My bank details remain unchanged and nobody contacted me like in the first year reminding me to bring in the bank statement.
