Off food before sell by date

I purchased bulk stewing beef and a couple of other meats items only to find it was off and smelling, sticky and the underneath was green. The chicken nuggets that I had purchased for my one year old was off and the same off stench. I don't understand how human being can sell stale and off items to another human being, endangering our families and health. We all depend on the local stores for foods and non perishables. I seriously believe something needs to be done to the store or else I will personally get the Dept Of Health involved in this matter.
