Not following protocols

On 29 July 2021 I went to shoprite liquor, I arrived the at 5:35, the security guy kept on opening for people inside to go out but never let us in around 5:45 he then showed us a note on the wall that their operating hour it's until 5:30. Why are they making their on rules because as per government they should close at 6, so I had to rush to pick n pay new market and they were still open.
