Money withdrawn without id.

On 28 November 2019 my father deposited money at checkers for someone. The pin was sent to recpient When the recipient went to go withdraw the money, she was advised that the money was withdrawn on 30 November 2019 at Usave Ravensmead. When we enquired the name and id of the person who withdrew the money Usave was only able to provide the name of the person, but no id was provided when the money was withdrawn. Please explain how this happen?
