Item not packed in my plastic bag

I went into a shoprite store in polokwane, I bought groceries & when I arrived at my place unpacking the groceries, cotton wool was missing. I then went back to the store & I was told that the footage shows that cotton wool was packed. I asked the food manager to see the footage but I was told that the policy doesn't allow. How will I be satisfied as a customer. It is not the first time same incident occur.I am also working for retail and I work with customers on a daily basis but the way shoprite treat customers it's way out of line.
