Employee at and customer has to pay charges

My mom always pays her bills at Shoprite Ermelo and no problem until last month, she was sick and sent her 16year grand daughter to pay the bills a telephone bill (Telkom) & municipality electric bill.A month later her electric power was cut because she hadn't pay her bill, and she looked up last month slips and she noticed that the cashier who assisted her granddaughter put all the money in a telephone bill. She went to enquire about it and she was shown a footage of the event and it clearly shows the granddaughter handing out two slips for both accounts she was paying. The shoprite manager said he'll claim the extra amount paid to Telkom after phone calls were made,my mom told the manager that the was no need to claim the money from Telkom instead she wants the cashier who was assisting her granddaughter to pay the charges from the electric bill which is(R537.00) hence the loss occurred in the course of employment and was due to the fault of the employee. The manager said the employee was not responsible it was my mom's duty to check her slips. My mom said ok they should both take the blame divide the charges between her and the employee but the manager still refused.

I want to know whose to blame for the situation because I personal feel Shoprite employee should be held accountable for her actions. She was given both accounts and she personally decide she'll put all the money in one account. I would appreciate it if Shoprite management could look into this and tell us what do they consider as employee negligence.
