Cashier refused to give me cash with my purchase and was rude.

I went to the USave at Mangweni Nkomazi {Mpumalanga} to but things costing between R100 & R200. When I was to pay am telling the cashier that I will also need R250 cash withdrawal, he refused to give me cash, saying there are people outside waiting to withdraw. Firstly, am a buying customer, secondly, he cannot refuse to give me cash because people are waiting to withdraw outside, people who bought zero items? I tried to reason with him, he refused saying I must ask the people first, I left the items went home empty handed.
