cashier not willing to assist me to play the lotto

I went to play lotto at shoprite and the person in question refused to assist me with my request. She told me the machine was offline but when i called ithuba they told me the machine was online. I the went to her manager who asked her to assist me but she still refused. This is totally unacceptable
