Against Covid 19 protocol

So yesterday I noticed that shoprite cravenby have pure water in there sanitizer dispenser... I confronted the store manager and asked her why do they do this, and that it's not right I was very furious, this is unacceptable... She said that I should bring my own sanitizer, luckily for I always have,but that not the point isn't it part of the Covid 19 protocol to have to have sanitizer dispenser with at least 60% alcohol at entries to protect the safety of customer as well as staff... I'm very disappointed. I just hope that this finds attention or an explanation..
