Waiting for an overide, manager not in store

I was in the store, I couldn't be assisted as the Store manager was not in the store to over ride a transaction. So we had to wait for the manager to return back from wherever she/he had gone to. That's bad customer service, why is the manager going all over causing inconvenience to us as customers
