Unnecessary delay with order due to *********** staff

I placed an order for 2 items. Almost a week later only 1 item arrived. I queried this and was told there is a delay and I will receive notification when the 2nd item that I should have received already will be delivered. I asked to cancel the order and get a refund but was ignored. Cancel the order and give me a refund.
