Pathetic customer service, contrary to CPA provisions

Phone keeps ringing, no response. Pathetic customer service Went to exchange a purchase on day 2 after purchase unfortunately could not find suitable items, requested a refund was refused by Rudolf at Eastgate, even though it's clearly stated "unless stipulated by law" which in this case the Consumer Protection Act is the applicable law. I want my refund!!!
