Bad Delivery

It has been more than two months now almost three and still waiting for the pay back of my deposit. They send me a letter after two months to sign for the deposit pay back. Now waiting for the owner to sign. The contract clearly says after seven days all must be finalised after the inspection. Almost three months back. Why should i wait for the owner to sign. The contract is between me and them. The next step will be the news papers.
