refuind unpaid for 3 weeks and overdue

I had a query I esculated to the sherriff court whereby they guarenteed me I would be able to claim all cost and the sent me a letter of refund. Promising me 3 weeks ago a refund and now making excuses for payment. A lady by the name of Michelle gaurenteed payment was made last week already only to discover payment was not made. She claims a Mr Ngesi is not making payments and that she does not have his details. He is the MD of the office and she claims she does not know his details? How does she liase with him. I can't fathom the level of service in our services sector!! Is this what cape town sherrif court is all about?
