Shell Gings Owner not complying

Saturday night I had a puncture near Gingindlovu. Shell Gings being the closest, went in for assistance. I was shocked to find that they did not have Air to fill the tyres & further to this only had 1 petrol attendant. I was informed its been a while they are without. Is the owner complying? - worst its peak season. So clearly owner is only interested that his pocket is filled with our petrol monies & not worried about our safety, putting our lives at risk.
