Puddle pops promotion misleading

I went to Shell Soweto service station in Mofolo cross roads. They have a promo on puddle pops and the promo reads ANY two the options are orange, raspberry or exotic. I picked four exotic puddle pop and when I got to the cashier I was told there is a promotion and I said yes I saw it hence I took the exotic flavor but I was told that's not how it works. The cashier even showed me the paper she is meant to scan so the promo can apply.

I paid all four at full price and other things I wanted.
