M2 Shell Ultra City overcharging on fuel

Yesterday I realised that when pouring fuel at the M2 shell ultra city I pour at often when traveling to and from jhb CBD is charging more per litre for petrol than the regulated amount for inland, yesterday it was full with alot of vehicles making they're way to transport people and go in Easter holidays and suddenly the price per litre was R14.53 per litre, in the meanwhile the inland rate is R13.76 per litre... Isn't this *******? That's an extra R0.77 increasing the ultra city's profit for the weekend unduly
