Bad service and theft at Shell garage

I went to a shell garage in Kwa Thema, in or around 17:30 to pour petrol for the amount of R170.00, as I was driving away I realised that my gauge didn't indicate that petrol was pumped, I then went back to the said garage asked for a supervisor whom I was told is not around. Wrote an email to shell SA, got an automated response with a number to call, same goes unanswered, wrote another email in or around 20:00, same automated response
