Untrustworthiness

I ordered clothing early December 2021 and I was promised my delivery will be on the 15th January '22, but instead of receiving my order, I got a message that the courier failed to deliver my order GSHNOC26800HHDJBUFZA***YQ due to customs duties, and that I must contact customs and make a payment for it to be delivered.

Why should I be paying customs? When I have paid all the money asked of me. Please fix this
