non delivery , no accountability , customer suffers the loss

i placed an order an paid for 33 items and only received 29 items i sent a mail to their service department only to receive a reply stating they have looked into it and all items was sent very disappointing service . I think, I should have received 2 parcels instead of 1 but have no way on confirming this
