No delivery on items purchased

Placed an order on Shein, shipped to SA and allocated to Buffalo logistics for delivery. Checked on the app and the order said returned, contacted Buffalo and they claim that the driver could not call me on the number I had provided on the system yet when they read the number back to me it is my cellphone number of which other courier companies manage to call me on. Been calling for a week now and keep been thrown from post to pillar, given empty promises and told that my order will be delivered the next day.

Is Shein really what it was or has it just become an online ****, such poor service is really of concern and the fact that nothing is done is really worrying.
