Unacceptable for Community and not wanting a donation

About a week ago I was y Shawco Kensington in 12th Avenue offices, just enquiring about hiring the hall ext to the offices. It was told to me by the caretaker that the hall is no longer for hire, however in the same sentence he also explained that the receptionist from the office got the hall for a after funeral gathering for a few a hours. For me this is bias and unfair that the manager of Shawco Kesington ca give the hall to his receptionist but not to the community who wants to pay for hiring the hall for 4-5 hours only just for a wedding reception.
