Did not finish job / did not refund me / poor work

Shaun was supposed to install 12 water meters at a residential building. He only installed 11 despite charging me for 12, did not finish the job, used sub standard quality materials, and refuses to answer my calls or refund me. His workmanship was extremely poor.
