Incomplete package

I signed up a contract with Trcker in 2017 I was advised I will get a tag ,upto this date I still have not received a tag , I have been paying for 3years for a package that was never completed I phoned numerous times ,I get told told the query will be escalated to the relevant department,and a consultant will contact me,TILL today ,no one has phoned nor SMS’ed or email me , I then decided to cancel the contract,I was told I cancel I will be charged a cancellation FEE,

Who owes WHO??? For good 3years you I have been paying you for an incomplete package,and you have your special days of taking money from my account which I never agreed to
