No Paid up letter 55 days after payment.

I had an Edcon account that was handed over to Shapiro Shaik Defries for the amount of R 5200.00. I was informed that if I paid the amount of R 4 500.00, the account would be settled. I paid this amount on 23/05/2015, and received confirmation that they received payment. I have a default on my credit record that I want to remove, in order to that I need a paid up letter. I requested one, and is now waiting 55 days for a paid up letter. I have send mails to 'Nonpumelelo Jeanette NJZ. Zulu', without response. Can I report them to the National Credit Regulator?
