failing to speak but want to always call

I have been receiving calls from this company for the past 3 weeks, and each time I answer, I hear heavy breathing and they hang up. Yesterday somebody finally spoke, and made claims I owe money to a bank, after telling them that was resolved over 2 years ago and I have proof, the guy still continues about me having to pay immediately. he did not understand a word I said. Sent them an email trying to explain to them, no reply. few moments ago I get a call again, heavy breathing and hang up. Leave me alone, or stand your ground and get somebody who has an inkling of what they are speaking about to call me. I will be reporting you and the bank to the ombudsman, these constant calls are harassment
