Complaint - Settlement Letter long over due

i paid my account and settled it last year till date I haven't received my paid up letter and when i can the office i get sent from pillar to post... i feel like im being taken for a ride cause now im in desperate need of that letter and now is welling to help me, is there a place where i can report this ***** credit collectors.
