Can I have my paid-up letter and update the ITC

I have been asking for my paid-up letter, cell C is still waiting for Shapiro sheiks to give them the pay over file, has been 2 months since I have been waiting, Shapiro sheiks is failing to give cell c the pay over file, cell c is failing to communicate with their collection client,

I REALLY DONT KNOW WHAT TO DO!
