Electricity and Water charged ridiculous

I'm not happy with Seymour Properties. I've been staying there for 10 months. I first received the statement for rates in the 5th month, not happy with what they are charging me for electricity and water. What is worse the amount has increased to R31000 (who uses water and electricity that much) when I have only been staying there for less than a month. The person I am communicating with is Veruschka Mentor, the very same person whom has not mentioned to me that electricity and water are excluded from the rent when I was looking for a place. We are rarely in the house from Monday to Friday from 8 until 16:30 how can you be charged an amount the same as someone who is always at home or who has people left at home when they are at work.
