Rosebank disgust! Regular parker treated terribly.

I arrived at Rosebank Zone Wed 1 April, parking completely full and -3 was not opened - somehow someone in a fancy BMW ticket opens -3 but mine does not - drove around for over 20min to get parking and am expected to pay for parking from minute 1 despite not receiving my parking service! Personal at pay station refer me to the manager on parking floor who could not care about this terrible service and insisted I pay for this parking!!! He further stated he is not allowed to open the boom - as a regular parker here I am disgusted...
