Dumping site at Westpark Cemetery

It is such a disgrace to go to the Hindu section at Westpark Cemetery. There are mounds of sand and dirt is dumped behind our parents grave. It seems as though the Hindu section is used as a dumping site. Our parents grave number is 28. The rest of the sections are somewhat maintained. Why is the Hindu section available for people to bury. Why was this area used as a Hindu section in the first place, it should have been used as a dumping site originally. At least respect the Hindu dead as you respect the dead in the other sections.
