Don't deliver and then refuse to pay back fees

We've been contacted by Selldirect end Feb for a mobile contract. They was suppose to deliver beginning of March. After numerous attempts to get them to deliver the phone, we were forced to cancel the contract. They promised to pay back the R 90 fee they deducted beforehand. Now they don't want to pay back the money. When phoning them it is either empty promises or they just cut us off. Number / agent we call is ***
