Is this a **** run by *****ed Nigerians...just wondering

Bought and paid for software...never delivered. I demanded a refund but they seem to want to sit on my money. I wonder if what they are doing is legal...utterly useless service and one of the worst companies I have ever dealt with. If I could give them a minus star I would drop it down to -20...maybe run by some *****ed Nigerians...who knows...just my thoughts
